2025 Biennium Objectives, Goals, Strategies, and Measures (OGSM)

Department Mission: Serve state government by providing, effective, efficient, and customer driven solutions to benefit the citizens of Montana.

Division Mission: To administer competitive, quality, and comprehensive benefits that provide health, safety and financial protection for state employees, retirees, and their families in a cost-effective manner.

 

Goal Strategy Measure
Government Effectiveness Maintain financial stability of the State of Montana Benefit Plan (State Plan).

Maintain State Plan reserves at or above 300% of the Risk-Based Capital (RBC) recommended level.

Reduce the Multiple of Medicare aggregate reimbursement level for in state and out-of-state facility medical claims from 230% to 195-200% by end of 2023.

Reduce the Multiple of Medicare aggregate reimbursement level for in state and out-of-sate provider medical claims from 154% to 139% by end of 2023.

Reduce the Multiple of Medicare aggregate reimbursement level combined for in state and out-of-state facility and provider medical claims from 194% to 180% by end of 2025.

Develop strategies to continue to reduce the cost of workers' compensation insurance premium to state agencies. Engage with the 9 largest state agencies to build effective safety committees and programs, claim management procedures, and return-to-work programs.

Develop two additional WCMB program offerings for State agencies which bring value to their agency safety culture.

Identify key safety/work comp partners in every state agency.
